THE MINUTES OF A MEETING OF RECREATION GROUND MANAGEMENT COMMITTEE

held at the Pavilion, Sparrows Green on Thursday 21st April 2011 at 4pm

Present: Cllrs John Phipson (Chairman), Mrs Pearman, Miss Whatmore and Bob Standley

Approved and signed from last meeting on 20.1.2011
4.  Matters arising
Re 8.3 – Bob Penny has now repaired the fort
5.  Public Forum – none
6.  Voelker Field
Three quotes were received for the work to be carried out on the Voelker Field. The committee and WUJFC wish to accept the cheapest quote. The agreement was unanimously approved. Keith has taken the lease documents for signing by Trudi and these will be returned to the Clerk. The contracts to be signed by Charton Manor Farm Ltd and WPC Clerk.
The full WPC has delegated to the committee authorisation of the expenditure   
for the work. This was agreed.
7.  Tennis Matters – none
8.  Junior Football Matters
There has been incredible support from the members of the football club in raising the necessary monies for the work on the field. Fencing will be in place after Easter and work will commence in May. It will be ready for play in October. This work will be on great benefit and Keith thanked WPC for its support. In turn, John Phipson thanked WUJFC for all their efforts and for both parties working so well together.
9.  Play Area/Equipment
Bob Penny has repaired the tower. The net at the back of the goal is beginning to fray and the chain on the zip wire may need replacing in the near future. There have been some minor problems with the misuse of the toilets, however, it is good to see such good use of the play facilities by the local people.
10.  Health and Safety Inspection.
The Clerk to arrange for a ROSPA Inspection around the end of May. Before then, the Clerk and Bob Penny to carry out an internal H & S Inspection.
1. 11.1  To note that Richard Milsom has been asked to undertake the annual inspection of the Pavilion gas equipment– completed. Work has been requested to rectify the gas emergency valve problem mentioned – the Clerk to pursue this.
11.2  To note replacement of Redring battery in the gents urinal flushing unit – completed.
11.3  To approve Wealden grass cutting quote – agreed
11,4  To approve quote for collection and removal of waste – agreed
12.  Budget – approved at last meeting
13.  Urgent issues – thanks to John Phipson for being an excellent chairman of the RGMC – he is standing down at the next election. John thanked Bob Penny for all his hard work.
