THE MINUTES OF A MEETING OF HIGHWAYS, TRANSPORT and LIGHTING COMMITTEE
HELD AT THE PAVILION, SPARROWS GREEN, WADHURST – 22 Sept, 2011 AT 8.00 P.M.
Present: Councillors Bell, Browne, Martel, Meredith-Hardy (Chairman), Pearman

1.          To receive apologies and reason for absence.
Beth Martin sent apologies.

2.         To receive declarations of interests on items on the Agenda.
None

3.         To approve the minutes of the meeting held 24th June, 2011.
Approved

4.         To determine matters arising from the previous minutes.
None

5.         Public Forum – time limit 15 minutes.
No public present

6.         To report and review the following:
6.1       Turners Green Road licence and consider recommendations to full council.
Residents have drawn up a plan for planters and posts. The committee were concerned at the large number needed so Barty will meet with the residents to check.
6.2       Progress regarding Turners Green Road and consider recommendation to full council regarding possible contribution to costs
The residents would like WPC to contribute to costs by maybe funding the ones in the centre triangle.  It was agreed to fund up to £50
6.3       To review frequency of meetings and agree next meeting date
HTLC will be held 4 x yearly or as required. Next meeting set for Tuesday 6th Dec at 7.30. Venue TBA

7.         Highway matters
7.1       To review progress regarding the 20 m.p.h. speed restriction, ‘slow’ signs and speed cameras beyond Best Beech and Station Road and traffic calming solutions for Sparrows Green Road
Beth Martin will further investigate the feasibility of a 20mph limit at 4 points in Wadhurst: Sparrows Green Road; High St; Mayfield Lane; Station Rd.
7.2       To review progress regarding speed indicators, ‘dummy’ policeman, damage to verges by parked cars between the station and Faircrouch Lane and the overhanging branches and hedgerows reported in three areas of the village
Parking in the laybys is not illegal. A speed indicator will be carried out near the fire station at some point in the future by the police. There are ongoing issues re overhanging branches at: a hedge opposite The Walk, The Paddock, Primmers Green crossroads; Station Hill; trees and roots at Best Beech Hill
Malcolm to write a letter to East Sussex Highways
7.3       To receive report regarding possible remedial action for trees rooted in rocks opposite Best Beech pub

7.4       To review progress regarding gas road works
This was discussed at full council and Malcolm was writing a letter – will await the outcome but we wish to keep the pressure on
7.5       To note actions regarding Bewl Bridge Lane/Hook Green Lane
A letter has already been sent to complain about the posts, we wish to keep the status quo and will keep this matter reviewed
7.6       To review progress regarding ESCC Road Safety event
Chris Tree from ESCC Highways has not been able to find a venue. This is to discuss all issues relating to the High Street roads. It was suggested that an improvement could be to raise the road to around pavement level at the 3 junctions to Church St, making it a different surface or colour, this would also make access for wheelchairs and prams easier.
7.7       To review progress regarding 1 – 4 Washwell Lane          
Malcolm to write a letter to Highways requesting that white lines are painted over driveway entrance

8.         Transport matters

9.         Lighting matters
9.1       To receive report regarding existing street lamp positions and repairs
9.2       To approve lighting repairs to Nos. 20, 33 and 68
Recommend repairs to Nos 20, 33 & 68. Malcolm to request revised quote

10.       To consider maintenance/operating issues and improvements and authorise expenditure.
10.1      To review progress regarding snow plan
Barty will liaise with Mayfield PC to share their plans and any ideas
10.2     To review progress regarding the requirement to provide more ‘Wadhurst Parish Footpath Maps’
Barty will meet with Wadhurst Footpaths Society
10.6     To review progress regarding  inspection and repair/maintenance of finger posts
5 or 6 fingerposts need replacing, repairing or painting. The funding is unclear – Barty will investigate.
Fibreglass is too expensive so we plan to stick with the wooden ones

11.        Budget.
11.1      To review spend to date
Agreed lampposts, invoices and fingerposts
11.2      To consider budget requirements for 2012/13
To remain the same as this year

12.       Urgent issues at the discretion of the Chairman for noting or inclusion on future agenda.
Agreed it be good to liaise closely with the Highways Dept and any ‘Local connections’ meetings they may have.
